Adding stubs for a new /tech/ (Technical Info) section to replace the
obsolete/outdated /porting/ guide, as well as stubs for its first 3 residents:
Dalvik, Bluetooth, and NFC.

+The Android Open-Source Project also includes an NFC implementation. Unlike
+the Android Bluetooth stack, much of the Android NFC stack is new code
