Bluetooth: Prevent BTIF callbacks at encryption cmpl for slave This change checks the value of security level to confirm if the pairing complete callbacks are being triggered for the case where slave device has triggered an encryption routine with the security request. This is to prevent unncessary multiple device discoveries performed by the slave on the remote master. Change-Id: Ie98596c25e861d50afc2c69e5b4efe01dddd08a3 CRs-Fixed: 791950
