VoiceEngine(iOS & Android): removed NOT_SUPPORTED
Also:
- removed underflow of a uint32 creating crazy-large delay values
- removed always-fail AudioDeviceIPhone::MicrophoneIsAvailable() impl (see
bug 3132)
- removed unnecessary exclusion of features from iOS & Android builds
