Modifying neteq.gyp |codecs| list is introduced, which is used in both |neteq_dependencies| and AudiDecoder unittests dependencies. This way, AudioDecoder unittests depend only on |codecs| and not on the entire |neteq_dependencies|, which is unnecessary.
