Add ExplicitCastExpr to replace the current CastExpr, and have ImplicitCastExpr and ExplicitCastExpr derive from a common base class (CastExpr):

Expr
  -> CastExpr
     -> ExplicitCastExpr
     -> ImplicitCastExpr
