rename PrettyStackTraceDecl -> PrettyStackTraceActionsDecl.
Introduce a new PrettyStackTraceDecl.
Use it to add the top level LLVM IR generation stuff in
Backend.cpp to stack traces. We now get crashes like:

for IR generation crashes.
