Make InitHeaderSearch::AddPath and HeaderSearchOptions::AddPath consistent use an "IgnoreSysRoot" argument. HeaderSearchOptions had been using the opposite form with "IsSysRootRelative", which made for much confusion when looking at true/false values in calls in AddPath.
