Update Expr::{getIntegerConstantExprValue, isIntegerConstantExpr} to
use default APSInt constructor instead of embedding arbitrary
constant.
Update OverloadExpr::getNumArgs to use getIntegerConstantExprValue.
Update OverloadExpr::getExpr to be const.
