Update to reflect various changes in the autoconf directory. THe recommended configuration of projects is now much simplified and depends on LLVM file presence rather than local project file presence. git-svn-id: https://llvm.org/svn/llvm-project/llvm/trunk@20312 91177308-0d34-0410-b5e6-96231b3b80d8
