Convert StringMap to using StringRef for its APIs.
 - Yay for '-'s and simplifications!

 - I kept StringMap::GetOrCreateValue for compatibility purposes, this can
   eventually go away. Likewise the StringMapEntry Create functions still follow
   the old style.

 - NIFC.
