- Added MCSubtargetInfo to capture subtarget features and scheduling
itineraries.
- Refactor TargetSubtarget to be based on MCSubtargetInfo.
- Change tablegen generated subtarget info to initialize MCSubtargetInfo
and hide more details from targets.
