Make PTRACE_PEEKUSER/PTRACE_POKEUSER checks less glibc specific
* configure.ac (AC_CHECK_DECLS): Add PTRACE_PEEKUSER and
PTRACE_POKEUSER.
* defs.h: Define PTRACE_PEEKUSER and PTRACE_POKEUSER only if
they are not provided by <sys/ptrace.h>.
