Remove hardcoded ICU include paths. ICU exports them using LOCAL_EXPORT_C_INCLUDE_DIRS. NOTE: It isn't clear why this CleanSpec is required, but it seems like SOP for this project and i don't see the import_includes file being regenerated without. bug: 18581021 Change-Id: I0352de555a93c345ba9e43cba99a876bdf97265f
