Add option to enable scrim SRC optimization It turns out that the optimization to disable glClear + draw scrim with SRC is not good for all devices, so this CL adds a config flag to revert to the old behavior. Bug: 17673806 Change-Id: Ic4e0177f2d6fcf4448755d0be66e8fbef2d15ab5
