BufferQueue: Add StreamSplitter

Adds a StreamSplitter class, that takes one IGraphicBufferConsumer
interface and multiple IGraphicBufferProducer interfaces and
implements a one-to-many broadcast of GraphicBuffers (while managing
fences correctly).
