More changes required to make HalUtil functional This change fixes halutil to send commands to wlan0 interface. It also assigns different types to WifiHandle and WifiInterfaceHandle to make it harder to interchange usage. Change-Id: Iade453c4bdd60ef58fdafd2b9b94d8ad8a4ae562
