Wi-Fi: Disable EAP configuration on authentication failure.

If authentication failure is observed for EAP networks more than
MAX_RETRIES_ON_AUTHENTICATION_FAILURE attempts, set auto join status to
AUTO_JOIN_DISABLED_ON_AUTH_FAILURE. Then auto join controller will not
select this configuration for reconnection until it is unblacklisted.
This configuration shall be unblacklisted after the interval configured by
config_wifi_framework_network_black_list_min_time_milli.
