Add support to conditionally compile libwebviewchromium based modules Compile libwebviewchromium_plat_support and libwebviewchromium_loader only on branches on which the chromium binary project is not present. Change-Id: I6de1b993f73caf7acb77e68be64e15a1dafca9dd
