Modify bluetooth configuration for angler. Set BT_WAKE_VIA_PROC_NOTIFY_DEASSERT to false as default since we do not use this function. Set LPM_BT_WAKE_POLARITY to 0 to match that in bluesleep.c. Change-Id: I629334ab17a95ee2f131f534819cbd1c3a5b6248
