angler: modify vendor configuration for BCM4358. 4358, each count of the threshold is 12.5ms, not 300ms. Set the threshold to 24 (300ms) (Previous chips had 300ms per count) We also set BT_WAKE_VIA_PROC_NOTIFY_DEASSERT to make bluedroid inform bluesleep to de-assert BT_WAKE.
