Be more lenient with event location string for notification map action. Previously, only fully-formed addresses would trigger the action. Now, we allow ill-formed locations to elicit map action in notification. Bug: 7671618 Change-Id: I1509b53819ef20d7248ab291b21e76029f4358fa
