Fixing issue with prediction bar apps erroneously being tapped. - requestDisallowIntercept is not called unless the recycler view scrolls so when over scrolling, we still need to check the distance to ensure we stop long pressing when the touch moves outside the slop - Ensure that we don't allow tapping the prediction bar icons under the search bar Change-Id: I520c05fa77911340d4747bb469918812b192769e
