Modify strict mode thread policy for LauncherProvider. Allowing thread writes too as SQLiteOpenHelper.getWritableDatabase needs it. Bug: 19094644 Change-Id: I39fe97a9e7fc07c38a4f8e5c5979196b742e36bf
