Remove legacy SELinux policy parser.

With Change-Id: Iefe508df265f62efa92f8eb74fc65542d39e3e74, the neverallow rule
testing in CTS moved from being based on a series of access checks using
libselinux and provided-domains to being a check of the expanded neverallow rules
on the policy binary itself.  This removed the consumer of the xml policy data
generated herein.  Remove the no-longer used code.
