Ensure that downloads stop quickly. In some cases the provider may have marked a download as deleted, but the content change notification may lag several seconds. To stop as soon as possible, assert that we're not deleted when writing our progress updates. Bug: 16405936 Change-Id: I994b746056d0427c626355e0815234ff5b73198c
