Add SET_TIME permission to telephony service. Telephony service was throwing a SecurityException when trying to set the system time after receiving a NITZ update. Add "android.permission.SET_TIME" permission to the manifest. Bug: 13174944 Change-Id: I4f096a61792fe5f349a4a97dae53efa5f70589a6
