Create a version of the annotations prebuilt that can be used as a dependency [DO NOT MERGE]
This is the exact same file that already exists in
.../prebuilts/devtools/tools/lib/annotations.jar, except that that
hierarchy doesn't contain any Android.mk files, and as such the prebuilt
isn't directly usable.
I used the ddmlib prebuilt directory, .../prebuilts/misc/common/ddmlib/,
as a template for this directory.
