wlan: Resolve mem leak and buf overflow access issues 1. In some case if command posting fails then memory allocated for command is not freed, free the memory if command fails. 2. Its possbile to access invalid index of array gRatefromIdx, Add changes to prevent buffer overload when accessing the array. Change-Id: I49ef7d2f1f6e01da0d0bad1d0d3a426e16504b6e CRs-Fixed: 995431
