Wlan: Add new vos api to support deferrable timer As part of thread stuck detect logic all the timers are made deferrable timer. Due to this the scan dwell timers takes more than expected time to expire and thus increase the total scan time. This change adds new vos api for deferrable timer. Also initialize the thread stuck detect timer as deferrable timer and all other timers as non-deferrable. Change-Id: I3d1740ef1252e90fa6043bd8ff9db92cc8c630fe CRs-Fixed: 982213
