wlan: Deprecate (DO_NOT)SEND_CHANNEL_CHANGE_EVENT notifications.

On a SET Band request, host driver shall respond with
(DO_NOT)SEND_CHANNEL_CHANGE_EVENT , expecting the supplicant to initiate
the channel change event accordingly. While this(two different return
values) works with DRIVER based setband implementation, now that the
setband is implemented using a vendor command, these notifications of
channel change events are deprecated.
