wlan: Test MC thread when HAL stop times out

We have seen numerous instances where HAL stop times out, and it is
possible that FW has responded to HAL Stop, and while unloading the
driver MC thread is not processing these messages. Or MC thread itself
is not responding. So now during those instances, we will post a message
to SYS to see if MC thread is handling this properly. Also make sure
that the SMD re-open ready indication is logged by default.
