prima: send tx complete for pending mgmt frames

mgmt tx complete indication got delayed from firmware and meantime
the corresponding pe session got deleted as part or LFR handoff.

When pe receives the mgmt tx completion for the frame it is dropping
as the corresponding pe session entry doesn't exist.

To mitigate this issue, sending tx complete indication for pending
management frames before deleting pe session entry.
