wlan: Don't remove UNII-1 channels if domain is FCC. If domain is FCC, in case of SAP current channel list dones't have 36 to 48 channels. With the new FCC requirment these channles needs not to remove from updated channel list. CRs-Fixed: 688428 Change-Id: Id887ae08adab6738e4b3d420011db104119c43c5
