wlan: SAP: Check if VHT80 is allowed on the channel for the country. If 11ac is enabled, the channel Width is selected depending on the channel number and the regulatory is not taken into account. Thus even if regulatory doesn't allow VHT80 for the channel, the sap is started on VHT80.
