Add NOTICE and MODULE_LICENSE_APACHE2 files This makes the license for the module easier to find, and makes the licensing information show up in Settings -> About Phone -> Legal Information -> Open-source licenses. FPIIM-2031 Change-Id: I60bc9f12899314463ebb97643fabb9ea209756cc
