Add NOTICE and MODULE_LICENSE_APACHE2 files This makes the license for the module easier to find, and makes the licensing information show up in Settings -> About Phone -> Legal Information -> Open-source licenses. FPIIM-2030 Change-Id: I2205e830045d0f1054c055de312affedac114b76
