Merge the 2018-09-05 SPL changes from AOSP-Partner

We are currently in the awkward situation of relying on Lineage
structuring for hardware/qcom/audio which appears to requires two
similar but different audio projects.

Since this project diverges substantially from AOSP, security changes
have been manually cherry-picked and merged from
https://partner-android.googlesource.com/platform/hardware/qcom/audio.git.

* AOSP-Partner:
  Equalizer: Check value size for get preset name
  Fix security vulnerability: Equalizer setParameter memory overflow
