mm-video: vidc: Add support to fix FLUSH in smooth streaming Adds support to fix FLUSH issues.FLUSH has been removed as HW returns all the unused buffers to client before sending SUFFICIENT_RESOURCES request.In this case component no need to call FLUSH.
