platform: mipi: Do not reset DSI PHY before clock off DSI PHY was getting reset before disabling the DSI clocks. This fixes issues where the DSI interrupts were not getting cleared properly, causing bootup hangs in kernel This also fixes cases where the DSI clocks were not completely shutting down if continuous splash feature is turned off.
