[platform/msm7x30]: Add code to enable USBH Core clock. The USBH Core clock will be disabled in the modem bootloader. Add proc comm call to enable this clock in the bootloader. Change-Id: Ic25e9725973206bce1b8fa51dd461bbd9e0ce2df
