target: msm8996: Add APPSBL weak battery checking for QRD Look for battery voltage and make sure device have enough to bootup Otherwise initiate battery charging. Charging should happen as early as possible, any other driver initialization before this should consider the power impact Change-Id: I589d5bc4a38a8bd261e91116cc49c7981d5e44be
