dev: gcdb: display: update r69006 panel driver RGB color order, display ON and sleep OUT commands are reversed in the initial commit. Add the panel signature ID to 0xFFFF to skip auto panel detection for this panel. Change-Id: I734b2881f26e97be8d4a5553b5a01a98e9f7e1c6
