target: msm8916: update the VCO clock init delay Different targets have different h/w recommended init delay to be followed during the sequence of setting VCO clock rate. Update VCO clock init delay based on hardware recommendation for msm8916. Change-Id: I00131fae9fb448db5c51ca3baed808bcba7f9fd5
