platform: msm_shared: Set the cpumask for bootup core. Fetch the cpumask from the banked SGI/PPI GIC_DIST_TARGET register for the bootup core and use it for the SPI interrupts. Change-Id: Iae51a57601bb4f9738ed9ef6d7eeb58c8511f34b
