dev: gcdb: display: Remove unnecessary delays when init otm8019a panel Resuming panel cost about 550ms on 8916 skui and that is much more longer than other projects. Reduce it from 550ms to 160ms by removing unnecessary delays in the panel initial code. Change-Id: I6eda5fb6ffbb9ea515ff7fb987ee00dd7667bdc6
