app: aboot: Send ROT to secure app during fastboot boot Send ROT to secure app during fastboot boot. This is required for HLOS. Also ensure that boot verifier init is called even if the device is unlocked. Change-Id: I2b9a311b6078614144d42f95e8de3892255384a3
