platform: msm_shared: provide API to get hdmi vic Add an API to return the current VIC (video identification data) HDMI is set to. This lets the target specific hdmi modules to use VIC for their internal implementations. Change-Id: I15e8c2e069aa92f4964f32319d484f0122290405
