[msm] Remove proc comm calls to enable usb clocks On 7x30 targets, usb clocks can be enabled locally by apps processor. For 7x27 & 8x50 targets, usb clocks are already initialized by modem processor, so apps need not proc comm to modem to enable these clocks. Having a proc comm forces apps to wait for modem to initialize, which delays apps side boot up. Boot up time on qsd8k with proc comm: 24 seconds Boot up time on qsd8k without proc comm: 21 seconds
