platform: msm_shared: Move the scm dload call to common file. Move the scm call to put the device in to dload mode to a common file since this API is common for all bear architecture targets. Also newer versions of TZ requires HLOS to write to the boot_misc register to put the device in dload mode. Hence make a secure IO call to write to TCSR_BOOT_MISC register.
