project: msm8909: add 8909 specific scm changes 8909 target will not support armv8 style of scm calls, so added NO_SCM_V8_SUPPORT to suppress unwanted messages in logs and modified the secure boot fuses api implementation also. CRs-Fixed: 1061673 Change-Id: I275bdeceaf0248fdbaf3e5c03babf4bd3a0d2f19
